The ideas that Vice Chancellors and Rectors of institutions of higher learning should come from their immediate locality has been described as erroneous and alien to the system.
Education minister, Ibrahim Shekarau who inaugurated the Governing Councils of the twelve new Federal Universities and four Polytechnics says merit should be the watch word in the appointment of heads of the institutions.
