Russia offers African countries 'help without political conditions'

Russia’s president Vladimir Putin on Monday said his country can offer help to African countries without political conditions.

Putin’s remarks which also took a swipe at what he described as the ‘exploitative West’, come a few days before Russia hosts a summit with African leaders.
