African leaders who are heroes at home, but dictators to the world

For some Africans, their leaders are heroes who liberated their countries and brought along prosperity to their people. For the outside world, they are ruthless dictators running their countries with iron fist. Is there an agenda to dehumanize them because they refused bow down to Western governments?
